The Fourth Branch Of Government?
Some political theorists argue that along with the traditional three branches of governement, we have discussed in class, there is a fourth branch. Your discusssion topic for this blog is to investigate these theories to identify what this branch may be and whether you think it should be included as a legitimate branch of governement. The due date for this discussion is October 16th. No comments will be graded after this day.

I have researched some articles about media is fourth power.According to these articles,media can check on the psychology of the public and the same time media can interrogate the branches of government'decisions and actions so the government has to obey power of the media. The another sagnificant point is media has to provide democracy and freedom for people to say their ideas if people can declare their ideas by using newsweek or tv,the branches of government must interested in the news of media to understand people's ideas about them.
I agree these ideas because, e.g;our country's media bosses are more important than the primeminister because of the media's power which affected the people'decisions therefor the government must collaborate with media if they don't want to lose their electors.

There are lots of political theories about the fourth branch and some of these theories have already took their places in some countries. For instance in the constitution of Venezuela there is a formal branch called the "citizen's power" which is based on the idea that the government takes its power from the citizens and without them there won't be a government. Despite the fact that such theories like the civil examination,electoral branch, independent executive agencies are being discussed the general idea that people agreed upon is media as the fourth branch of the government.
It's certian that in todays world mass media has a great influence over the society. Somehow it became a way to check the governmental actions. I believe the role of the media is to remind the government that it draws its power from people and as a result the citizens should be informed about the governmental policies or actions. Moreover the reactions of the society about any governmental policy or act will be transmitted to the government by the press since the media is the voice of the people. It is necessary to keep the government responsible to the society and to have a healthy functioning democracy. On the other hand the press might belong to a group, an organization or a person such as Rupert Murdoch who is known as a media titan. So how do we, as the citizens,know that the news or the informations that reach us by the media are objective or reliable? Who decides which news or informations interest citizens and why?
In conclusion I believe that media has a great power over the society and in someways it is essensial for a good functioning democracy. It might become a formal branch of government someday but before that an important question should be answered, who can guarantee that this great power of media won't be abused?
There are lots of theories about the fourth branch of goverment.According to many articles media is known fourth branch of goverment but also NGO(non govermental organization) can be fourth branch since it has ability to check judicial but not in a formal way however NGO, as a fourth branch, should have the power to check judicial in a formal way. I belive that it is really active last fifteen year, before that it could have improve but because of the military coup it didn't.

We all know what is 3 government branches but there is not any agreement about what is fourth branch or there is any fourth branch is in government.I believe there is not any absolute fourth branch but there are many different things which is checking the real government branches. First press , press can check government and tell them what are they doing is wrong it is true in many occasion but not always , press can control by government because as we know if press want to effect on people they should have very good and expensive system which they cant without them big powerful bosses so as we see press works for them boss and there is not press checking government , them boss is checking government. Second people , we know people of this countries have power on them government , like if government wont do what the had promised ,people can take them down. But if we look past times it has happened just few because it is not practical , people don't get up and fight for them right every time , they just fight when all things get crazy and government failed many times in straight years. Third some people say fed(for usa) , and central banks is fourth branch or the people which is working in government but not elected ones are fourth branches . İt could be true because they are not like press or people they are like judges they know how government works and they checkin executive and legislative because they have been there for long time and they have very big experience but at last they are just worker and they don't have any enforcement .I interest groups are closer to be fourth branch than any other. For example lobbyist in USA are very powerful they make legislative to make law , they also forcing executive sometimes . This powerful rich people ,ruling them country, they give money to campaign or making other things and they get power to control branches . As ı wright press need boss to spend all these money to system and this guy which is spending money, one of this rich people club member and he makes the part of what them club want . For example in Turkey , TUSİAD is the biggest rich man organization .Last of all we live in capitalist world so money is the most important object in this world , and who holds the money , it is the most powerful one. These interest groups have money and they using this for checkin on government and many times ruling the government .

ReplyDeleteThroughout the discussions on the fourth branch of the government, there are two major point of views. One of them states the fourth power as the people and the other one as the media. These two views are very strong in this argument. However, I believe that the fourth branch can be composed of non governmental organizations and any other international organization that involves human rights. If we look at the importance of these organizations in the global world, we will recognize their necessity. It's questionable that each person in the society is aware of these organizations. Many people do know but prefer not to be related and many never heard of them.Gathering all under one branch will increase awareness and attendance in the society.It will also create cooperation, order and control among these organizations. A fourth branch which controls and cooperates these organizations will accommodating to the society to in matter of human rights which is a major need.

Just like it is in many countries, the media has a great influence on people in United States. Media can change thoughts of many people by supporting the actions of the government. Looking from the opposite direction, we can say that the media can also provoke people against the government. These facts explain why all governments try to have a good relationship with the media. Iraq invasion is a good example of media affect. At the beginning of the invasion, many media channels in US were reporting that Iraq is involved with Al Qaida, played a role in September 11 attacks, has many nuclear weapons and that their ruler, Saddam Hussein, is a threat for everyone. By the help of this support, US invaded Iraq, and the US Government, media corporations, and other corporations gained many things.
In Turkey, the government had and still has problems with some media corporations. Although some media corporations strongly support all the actions of the government, some always criticizes and find their mistakes. As the government can’t pull those media corporations to their side, they choose to wipe away those corporations. They issue warnings, give fines, and try to scare them by judicial process.
On the other hand, lobbyists employed by special interests are spending billions of dollars to influence the Congress. They have the ability to influence lawmakers and legislation. They hire former government officials to influence federal policy (everything from abortion to taxes) and also file disclosure forms with the Senate Office of Public Records and the House Clerk's Office.

Such groups can include the press (an analogy to the French Fourth Estate), the people, interest groups. U.S. independent administrative government agencies, while technically part of the executive branch (or, in a few cases, the legislative branch) of government, are sometimes referred to as being part of the fourth branch.
ReplyDeleteIn some cases the term is pejorative because such a fourth branch has no official status. The term is also widely used as a picturesque phrase without derogatory intent. Where the use is intended to be pejorative, it can be a rhetorical shorthand to illustrate the user's belief in the illegitimacy of certain types of governmental authority with a concomitant skepticism towards the origin of such authority. I think it is a strong think but it cannot count as a branch of government.

There are severeal theories about the “fourth branch” of the government. Some say that it is the people, some say it is the administrative agencies and some say that it is the media. The government can not function without people, all three branches that we have learned since now is for the people, the society. On the other hand, there are the administrative agencies. These are non governmental organizations, but they work for the executive. Not everyone knows about them, their works are secretly done. They are a part of the burocracy in the system. In my opinion, all these theories end up to one conclusion: media. Media is the people’s voice, it represents the society. It is also the voice of the government; the government reaches to the public using media. It is questionable that if they are objective or not, that is another issue. In example, the people protest to something they are not comfortable with, and the government becomes aware of this with media. Moreover, the government does not want the society to clearly know about the lobbyists, so they keep the media away from this. According to these, the media is the invisible fourth branch of the government. I don't think it should be included as a legitimate branch, but it should continue to be a bridge in between the society and the government. However, the media should be objective and reliable; which is impossible in a world where politics is everywhere.

There are many theories about what should be the fourth brach of the government. I think media is like the fourth brach of the government. Media can check on the other three branches by reflecting the actions of these braches to the public. Then the three braches of government would have to think more carefully before the act or decide on something, if there is a media pressure. However, there can be a system where media woeks for the benefit of the government. If media becomes the fourt branch of government and works for the benefit of the government then the government becomes even more powerful over the community. With media support on governments side, general public would believe the what government want them to believe. Media is the big connection between government and the public. Therefore, it is an important duty for media to inform public about the actions of government.

the legislature, the executive and the judiciary. It has started to canalize our lives already. When there is a abcense of the other three power, the media step in to wake up the people. There are two types of media : written and visual. They have different influences on people. The movies, the writings, the series, the news, the programs.. They are parts of the power which canalize our lives. For exampele, the proportion of violence in reality is up to proportion in series on TV. Actually, the media have to be in a shape according to the people. But it is completly opposite now. Also the executive and the legislature need so much the power of media and the media has to exist to apply their theories and propaganda. We see that media is necessary.

The government has three branches which are already complicated ,fourth branch should be a branch whose function is to check the other three instead of leaving to them and prevent their encroachment on each other.
Governmental powers are composed to provide social order in human's life. A fourth branch should be a branch responsible for solving the conflicts between the other three but not necessarily in an official way. In my opinion the fourth branch may the human being , the power that we have as public.
There are several theories about the “Fourth Branch” of the government. As we know that, there are three branches in U.S system, the Legislative Branch, the Executive Branch and the Judicial Branch. The Legislative branch is the Congress and they make the laws. The Executive branch is the President, who runs the daily business of government. The Judicial branch is the Courts who interpret the law and determine of laws are constitutional. These are the three branches of government but, there is a fourth branch of government, I think that's the People. Some would argue that the People are not a branch of the Government. They would argue that we have a government that is of the People, by the People, and for the People. They would argue that through voting that the Government represents the People and that the Government is the People. But there are time when the Government does not represent the People and that the interests of the Government are not the interests of the People. There are times when the People have to assert their will directly and overrule the Government and assert the supremacy of the will of the People over the will of the Government. This is why I believe that the People is the Fourth Branch of the government in U.S system.

The three branches of the U.S. Government which are set many years ago, but as we civilize and develop, an extra branch is starting to fuse into our lives. There are different claims made about the fourth branch. For example some say that it is money, some say that it is the lobbyist and other say it is the media. The ones that argue about Money as a fourth branch says there should be a Financial Branch of the government. I partly agree with this statement because today, nothing can be done without money. All of those three branches and the community is so very in need of Money that, a private branch should be considered. On the other hand lobbyist is also a powerful association. They manipulate what is going on in the government and they are getting significant as each day passes by. Even though I don’t know the details of this association, but so far I know that they earn good money and they have a great influence in the elections and etc. Another force in our lives is the media, which also influences us. The media people make us think the way they want, basically manipulation the person as a whole. (meaning his thoughts also). In this context, they rule the community, and affect the government. This shows that media also have the power to be an
individual branch of the government.

İn my opinion,the fourth branch of governement should be something like an arbitrator.This branch should have the power to check the other branches objectively so they don't do things freely and againstthe interest of the people.By this power of the fourth branch,I think the other branches would start more responsibly and more democraticly.And this fourth branch's members should be well educated and have good sense of democracy.
As I researched through internet, I came across two different ideas of what the fourth branch of government is. Media is one of these ideas, claiming that through media we can see and control what the three branches of government are doing, and by using media we can force these three branches into our ways. Even though the three branches of government have some rights, they can’t use them in the way they like. For example, the legislature can’t change the constitution in whichever way they like even though they are allowed to do that because they also have to consider people’s opinions on issues, such as gay marriage. If there is a lot of pressure from public saying that they don’t want gay marriage to be legal because it’s against their moral values or because there are only a few homosexuals, then the legislature can’t change the constitution. However if there is a huge public pressure saying that this act should be allowed, then the legislature can’t stand this pressure so long, so they have to change the constitution. The most important way which lets the government hear people’s opinions is media. Through media, people can talk about their views on certain issues and government can hear from people by this way, so they can always consider public’s view on governmental issues.
ReplyDeleteThe other idea what the fourth branch of government should be is the people. The existence reason of government is people. People choose the government, give it some rights so that their lives run in order. If there were no people, then there wouldn’t be any government as well. Therefore, three branches of government must always consider people’s benefits first in all of their actions. As being the fourth branch of government, people get the right to check the actions of other three branches.
In my opinion about the fourth branch, I combine these two ideas and make it “independent press”. Even though media can reveal the government’s actions to people and people can check those actions by this, we can’t always be sure if the media is honest. As it is well known today, the ones who rule the government also rule the media. Therefore unless the media is independent from the government, just like the judiciary, people can’t check the three branches. Thus a free press can act like the fourth branch of government and give the common people the right to check on government – not only in the voting times but always.

From my researches I think the fourth branch government shold be media.With media we can learn what the other three branches are doing and we can follow them. Also media can control the other branches, I think. Because media can make public active and it can change some rights with this power. But also, only the media cannot do all of them. The people also should be in the fourth branch of government. Media and people should work together. After that, people can be inside the government and all rights will be agreable for the people.
ReplyDeleteIn my opinion, the fourth branch should be the public. The three branches of gouvernement can't be objective anyway. Benefits always come first. But people know what they need. If they have a right to say something, they can easily offer new ideas to solve the problems, they know their problems.

The citizens can attend government with organizations which are not governmental. With these organizations, people can be in communication with three branches of government. People belongs all different kind of jobs can create a committee after that they examine in detail branches of government.
Press and citizens are complete each other. So we can think about “press and citizens” in the same line. If U.S.A System had four branches, “press and citizens” would be the most suitable branches for being fourth.

many sources say that the fourth branch is media. i think it's kind of true because media influence the public so media must become more objective. but in my opinion it's not enough to solve the problems so army is as important as media. actually in Turkey, army has power to direct politica. they can change executive by army coup. in many countries, army hasn't got a power in politica. but in Turkey,i think, army is fourth branch. army must be nonparty to solve our problems.

Before making a decision, both legislative,executive and judicial branches are affected by press indirectly. Because of the fact that press symbolizes and represents people's reacts or thoughts, these three branches can not just neglect press and enforce what they decide without examining the news media.According to this idea , these three branches are bound to the media and this makes it the fourth branch.

Like Justice Scalia, some people think people,the GRAND JURY, is the fourth branch of government. So do I. The porpose of government is serving the people. There are some rules which relates to both government and the people. When something is wrong , the side who is the wrong one meets the response. The response of government is punishment and the answer of the people is overruling. In this way two sides check and balance each other.

There are many arguments about what the fourth branch may be. However all of these arguments accept that the fourth branch is a group which influences the other three branches of government. This group can be the press, the people or administrative agencies. In my opinion the fourth branch is the press. Because in today's world media is our primary way to keep abreast of current events. It has the power to influence and even manipulate the people. That's why it should be independent. As far as I am concerned it shouldn't be included as a legitimate branch of government.

The lack of fourth branch of government has occur nowadays and there are various discussions about it. The US Federal Government introduced a fourth branch to its political structure in 2006. Some would argue that the fourth branch may be the mass media, the people or the money. I strongly believe that this new branch should be about finance. The reason why is, as we all know, Congress has no clue how to allocate capital and the Executive Branch doesn’t exactly have a great track record when it comes to financial matters either. Mass media cannot be a branch of government because they might use their power for their own good. They also have negative influence for the society and they force people to think the way mass media does. So, they might manipulate people if it becomes a branch. On the other hand, I believe, government needs a financial branch to control and use money. If there will be a financial branch, stealing as much of the public’s money will not be an issue anymore.
There are many articles with many different theories about fourth branch,but the strongest theory is media.Also in my point of view media should be the fourth branch of government because media can effect billions of people all over the world easily,it can control the minds of people,we can learn everything from media.Media is an essential part of a good democracy.

When other branchs decide about a topic, they're thinking media because, if the wrond decision in there, in media disparages this branch against other people. The fourth branch of goverment is "people". And media composed of people. We,the people can effect everything. We can change or influence the process in governmental decisions. But there are many arguments about this issue. some people argue that government is the people. So they don't accept that people is the fourth branch. But in an ideal world this could be true. Unfortunately most of the time government does not represent the people. ReplyDeleteMany people have stated that the Media are the "fourth branch of government." What we are supposed to infer from this sentiment is that the media's responsibility to inform the populace is essential to the healthy functioning of the democracy. However, the old adage takes on a new meaning in light of the corporate media's invisible role in facilitating police brutality against protestors in Miami, the war of conquest in Iraq, and other crimes committed by the government, or by the corporations the government serves.

There are three branches which are executive,legislative and judicial that we already know.
But now i talk about fourth branch.This branch include the press,the people and lobbying groups.
Some people think that the fourth branch was made by people,made for people and run by people.
But some people think that the fourth branch must be for smooth democracy.However it is also possible that such a fourth
branch may impede the proper function of the other three branches.To ensure a healty democracy the government is held in
checked by the public and various instruments of the public including the press and lobbying groups.And media is really important to show and inform the people what are the truth and it helps to understand who is who.Media press on the people who are politicions and nobody can lie.
according to my searching, there are lots of theories about the fourth branch of goverment, but ın my opinion, today world's the biggest communication tools are media and press, so the fourth brach of goverment should be media and press, because by these tools people can share their ideas with others rapidly.media should be like a bridge between goverment and public. by transmitting the ideas media can change the psychology of society, because media has to provide freedom of telling ideas. news is the biggest affect of defining psyclogy of public. that's why, goverment must interested in press. these tools become voice of public.as a result,we should use technology in a beneficial way and we should tell our ideas by these tools , beacuse media and press have huge powers on the community connection between goverment and the public.

ReplyDeleteI think the way of handling fourth branch of government is media. But there is no certain fourth power.Many people define media as fourth power but there are some mistakes. Media is a tool of modern life, it is used generally and normally to entertain and to inform people. If we look the argument this side media is a normal thing of life. on the otherhand, the media has very big potencial to affect crowd of people and to consitute persuasion which is wanted.So that the media is used by some groups of people to direct government or policies of country. However the most important thing of this argumentation is this point. Who has the media power so fourth branch of government? according to my investigation , if you have a lot of maney, you can direct media. If you have wide network, you can direct media. Therefore , fourth branch of government is "media redirector".

In the other hand, there is the fact that media has a huge power on us. It also influences the judiciary branch. This action sometimes pushes the judiciary to make a wrong decision and someone can get a punishment, which he shouldn’t have got. But the media can influence the judiciary in a good way too. For example in a murder case the media combines all clues and helps the judiciary. To conclude the media has the power to control the world and I believe that in these days the media is the most powerful one, which we can count as the fourth branch.

ReplyDeleteGlobalization brought so many aspects about the social structure as well as it have been effected govermantal issues in which apart from legislation, execution and judicial; media has been born as a power in govermantal determination. Development seems like the domain of the world in these days and one of most crucial basic right of human being is the freedom of being informed, moreover media is becoming more meaningful day by day in the light of this freedom. Making people to be informed and creating the public opinion became the duty of media, plus mass media got another duty which is aiming to control the masses.
A real democracy has to have independent media from all the structures in society, however nowadays it is hard to talk about protecting this independency. The govermental powers have realized the power of media on the society, so that to have restraint on the other three branches -legislation, execution and judicial-, they use media as a tool. Besides, media seems to be restricted from doing the major duty of it independently from these powers.
According to some theorist, it is possible to indicate people who do not have the right of representing in terms of political aspects as a fourth branch. In this aspect, the theory can be claimed as it agrees in one point with the other. People who does not have the right of representing in the political areas have to look for their right of opposition throught the media, therefore the usage of fourth branch can rise to where it deserves normally.
As a result, even it could be possible to talk about a concrete fourth branch as a power, without boundries, it does not seem possible to claim it as if it is a fourth branch without determining clear borders and functions of it.

ReplyDeleteI have researched a lot of websites about fourth branch of the government.I found generally the same answer, that is media.And it makes sense to me.Media is one of the forces that keep the other three branches of government in check, and checks and balances are what u.s. constitution is all about.There are many things that would never be known by the general public if it were not for the media, and that in turn enables the public, and thus 'voters', to influence government, and to have an informed say in who the leaders are.In my personal opinion I feel as if the media is responsible for shaping our opinions and beliefs. It is true that most of our information regarding world affairs comes from the media.Since the media has an effect on how we think, they can shape our minds into believing what they want us to believe. When we watch these journalists on television we want to believe them because they seem credible and informed.
The American mass media are indeed an essential part of the government, telling the lies and inciting the fear or apathy that are required to keep the population in line. Corporate media are more effective as propaganda agencies than officially state-run media, because they have the appearance of independence.
Although not granted so by the Constitution, the media are virtually America’s fourth branch of government. The First Amendment (“Congress shall make no law ... abridging the freedom ... of the press”) gives the media virtual carte blanche to say what they will.

In the United States, there is checks and balances of government already set up. Of course, now there's a fourth branch of government emerging; the mass media, which appears to be controlling the minds of the people.It's obvious how this fourth branch of government is intermingled in every aspect of our Republic and since this is quite evident.
the "Media is the 4th Branch" which in itself is not too alarming, but, unfortunately, it is more powerful than the other three put together and they realize this and thus, adjust their direction, decisions and focus to it. Meanwhile the media, which is controlled too by outside of the US interests, it works to often undermine what is best for the American People.By this way media checking government. They can say what is wrong or right on these organs.Media has an huge effect on people everywhere.

I researched and found out that the fourth branch of the government can be the media or the public. In my opinion we can consider the media as a fourth branch of government. Media affects the publics decisions and has a power on judiciary. For example if media care about a case, it can impose our thoughts in a positive or in a negative way. The media has power on our thoughts and show us the truth. Media can be the fourth branch because it can check the other branches and show us if something went wrong. The branches are for the public so media can be like a leader.

In my opinion 4th Branch of Government should support the weakest branch, judiciary. Because in many country, other branchs have too much power over it,and without justice, government will be no more than a sword which points us. Justice, is our shield to protect our rights. Democracy is weakining days by days. (for example U.S. Law about Terorism gives too much power to executive branch) Media is a theory about that. But rich men controls it, so if execution works for them, there will be no checks and balances, only money.
i think forth branch should be NGO's (Non-governmental organizations) It supports democracy. Because its based on communitys. I mean, one million american are against global warming. Government should close some factorys. But they wont because they have power. In my opinion if we give legal power to NGO's it will be more democratic and goverments cannot do everything they want.

In the american political system, there are three branch -executive, legislative and judicial, that we know. These branchs checks and balances of each other. One of branch balances the other or others. but there is a special power which call media -the fourth branch of government. Media checks the all branches. The media has never been more powerful. Recently, the speed of technology development was so high and new instruments join in media army. The fourth branch of government may be press, public or finance system. If necessery to focus on them, finance does mean money, but money does not make any sense alone. It has to need people, because money just can effect people. So, that means we need public power and lots of money to compose a branch can effect of the other branches. And what is the component of media? Of course, the media need to financial power and the power of effect the people. So, that is the fourth branch of government.

Many people have stated that the Media are the "fourth branch of government."
The media is people communicating with their government. Oftentimes the media provides the people with information about their government and the things that the government should be concerned about that otherwise would not be available to them or their government. The media is a conduit for people to listen to and communicate with their governmental officials, inform, praise and criticize them. The concept of the media or press as a fourth branch system from a belief that the news media's responsibility to inform the populace is essential to the healthy functioning of the democracy.Media is one of the forces that keep the other three branches of government in check, and checks and balances are what our constitution is all about. There are many things that would never be known by the general public if it were not for the media, and that in turn enables the public, and thus voters, to influence government, and to have an informed say in who our leaders are. We have a formidable constitution and government, but it would be nearly worthless if its functions were carried out in secret.
Especially,in the United States; the mediahas been able to bring the government to its knees (with the case of the Nixon Administration and the Watergate scandal), call attention to a particular issue (including emergency response to Hurricane Katrina in New Orleans) and has the ability to bring a divided nation together (including the assassination of John F. Kennedy and the September 11th terrorist attacks). The Media, more so than any other branch of the government, has the innate ability to influence public opinion and swing the vote on a particular issue or candidate.

The fourth branch is ARMY.Generally army has big power.Sometimes the most powerful branch is army.In some countries army has their own judgement like in Turkey and the regime is protect by the army.ARmy impeach the goverment which treaten the regime of the state.Army determines politics but it is undemocratic system.Turkey is the best example.In Turkey history we have seen many military blow(darbe)like 1960 1980.Commenders conquered the government and judge the president Celal Bayar the prime minster Adnan Menderes and others.Nobody could say ısomething.It show us ArMY is another branch in many countries like Cuba Venezuella Suriye Iraq(saddams time but unlikely now people of ıraq has democratc system thanks to USA)

Media has a big effect on society because it claims to everywhere and it checks all other branchs. Besides it controls government and make a connection between government and society.
